London's Progressive Safe System: the permit check every HGV needs
Since 28 October 2024, low-rated HGVs need Progressive Safe System equipment to secure a Greater London safety permit.
The Direct Vision Standard applies around the clock across most of Greater London. Every lorry over 12 tonnes gross vehicle weight needs a valid safety permit before entering the zone.
The 2024 change
Legacy Safe System permits expired at 23:59 on 27 October 2024. Zero-, one- and two-star vehicles now need the Progressive Safe System fitted before a new permit can be issued. Operators cannot alter a manufacturer's star rating by fitting equipment, but the equipment can satisfy the permit conditions.
What the system is trying to solve
The scheme focuses on the areas around an HGV that are hardest for the driver to see, especially where people walking or cycling can enter a close-proximity risk zone. The Progressive Safe System specification combines detection, warnings and improved information for the driver.
Check before dispatch
A permit application is free, but operating without a valid permit can lead to a penalty charge.
A vehicle-level permit register is more dependable than relying on a driver to recognise the boundary or remember each vehicle's status. Dispatch teams should be able to confirm the permit while planning the route and keep evidence available when vehicles are exchanged at short notice.
